About BIRAC SEED Fund Scheme

The BIRAC SEED (Sustainable Entrepreneurship and Enterprise Development) Fund is an institutional investment initiative managed by the Biotechnology Industry Research Assistance Council (BIRAC), Department of Biotechnology (DBT), Government of India.

Engineered to bridge the acute financial gap faced by early-stage biotechnology and healthcare startups during commercial validation, the scheme provides up to ₹1 Crore in seed capital through accredited Bio-Incubators (such as C-CAMP Bengaluru, Venture Center Pune, IKP Knowledge Park Hyderabad, and FITT IIT Delhi).

The capital is structured flexibly as equity, optionally convertible preference shares (OCPS), or low-interest soft loans, providing patient, founder-friendly institutional capitalization.

Funded enterprises deploy capital to conduct pilot scale-up batches, execute regulatory pre-clinical and clinical validation studies, file international PCT patents, and obtain CDSCO / ISO medical certifications.

Who Can Apply? (Eligibility Criteria)

Eligibility Rule 1

DPIIT-recognized Startups incorporated as a Private Limited Company in India under 5 years of existence.

Eligibility Rule 2

The entity must be physically or virtually incubated at an officially approved BIRAC Bio-Incubator.

Eligibility Rule 3

At least 51% of equity shareholding must be owned by Indian resident citizens.

Eligibility Rule 4

Must have developed a validated laboratory proof-of-concept or prototype in biotechnology, medtech, or healthcare.

Eligibility Rule 5

Must present a clear roadmap for regulatory pathway, preclinical validation, and commercial launch.

Founders must have technical domain competence in life sciences, bioengineering, or clinical medicine.
