About Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE)

The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) is a flagship initiative jointly established by the Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, and the Small Industries Development Bank of India (SIDBI). The scheme was introduced to improve access to institutional credit for Micro and Small Enterprises (MSEs) by enabling collateral-free business loans.

One of the biggest challenges faced by small businesses is the inability to provide collateral or third-party guarantees while applying for business loans. CGTMSE addresses this challenge by providing a government-backed credit guarantee to banks and financial institutions, encouraging them to extend loans without requiring borrowers to pledge assets.

Under the scheme, eligible businesses can obtain collateral-free business loans of up to ₹10 Crore through participating Member Lending Institutions (MLIs) such as Public Sector Banks, Private Banks, Regional Rural Banks, Small Finance Banks, NBFCs, and other approved financial institutions.

Instead of lending directly to businesses, CGTMSE guarantees a significant portion of the loan amount sanctioned by the lender. This reduces the lending risk for financial institutions while making it easier for MSMEs to access affordable business finance for starting, expanding, modernizing, or strengthening their operations.

Government-Backed Credit Guarantee

CGTMSE is jointly promoted by the Ministry of MSME and SIDBI to encourage banks and financial institutions to provide collateral-free business loans to Micro and Small Enterprises.

Collateral-Free Loans up to ₹10 Crore

Eligible businesses can avail business loans up to ₹10 Crore without providing collateral security or third-party guarantees, subject to the lending institution's assessment.

Guarantee Coverage up to 90%

The scheme provides credit guarantee coverage ranging from 75% to 90%, depending on the loan amount and borrower category. Higher guarantee coverage is available for women entrepreneurs, micro enterprises, SC/ST entrepreneurs, and businesses located in special category regions.

Supports Multiple Business Sectors

CGTMSE supports businesses engaged in manufacturing, services, retail trade, processing, small industries, and various MSME activities recognized under the MSMED Act.

Working Capital & Term Loan Support

Businesses can utilize the loan for purchasing machinery, expanding production capacity, infrastructure development, technology upgrades, working capital requirements, and other legitimate business purposes.

Encourages Financial Inclusion

The scheme enables first-time entrepreneurs and existing MSMEs to obtain institutional finance even if they do not possess valuable assets to pledge as collateral.

Who Can Apply?

Eligibility Rule 1

Eligible MSMEs — new and existing Micro and Small Enterprises (MSEs) engaged in manufacturing, service, or eligible trading activities can apply under the scheme.

Eligibility Rule 2

Registered Business — the business should comply with the applicable MSME norms and preferably possess Udyam Registration along with other statutory registrations required for its operations.

Eligibility Rule 3

Age Requirement — the applicant should be 18 years or above and legally eligible to enter into financial agreements.

Eligibility Rule 4

Business Viability — the enterprise should have a commercially viable business model, satisfactory repayment capacity, and a sound business plan acceptable to the lending institution.

Eligibility Rule 5

Loan Through Approved Lender — the business loan must be obtained through a CGTMSE-registered Member Lending Institution (MLI) such as a bank, NBFC, Small Finance Bank, or other approved financial institution.

Supports New & Existing Businesses — both newly established and existing eligible MSMEs can avail financial assistance under the CGTMSE scheme, provided they meet the lender's eligibility criteria.

Important Note: Under the CGTMSE Scheme, borrowers cannot apply directly to CGTMSE. Business loans are sanctioned by CGTMSE-approved Member Lending Institutions (MLIs) such as Banks and NBFCs. After the loan is approved, the lender obtains the Government-backed credit guarantee from CGTMSE. Loan approval, guarantee coverage, interest rate, and repayment terms are determined by the respective lending institution in accordance with CGTMSE guidelines.
