About Goa Startup Policy Grant

The Goa Startup Policy is a comprehensive state government initiative designed to establish Goa as one of Asia's premier startup hubs by nurturing technology innovation, local employment, and sustainable entrepreneurship.

Administered through the Goa Startup Promotion Cell (SPC) under the Department of Information Technology, Electronics & Communications (DITE&C), the policy provides generous multi-layered financial incentives to registered startups.

Incentives include one-time Seed Capital Grants (up to ₹10 Lakhs, extensible to ₹25 Lakhs for high-tech ventures), 50% salary subsidies for local employees, co-working rental concessions, and trade show participation support.

The policy also covers 100% reimbursement on intellectual property (IP) registrations, making Goa an attractive destination for tech builders, creative innovators, and clean-tech startups.

Who Can Apply? (Eligibility Criteria)

Eligibility Rule 1

DPIIT-recognized Startups incorporated as a Private Limited Company, LLP, or Registered Partnership Firm.

Eligibility Rule 2

The startup must have its registered office, primary development center, or principal place of business within the State of Goa.

Eligibility Rule 3

Mandatory registration and certification under the Goa Startup Promotion Cell (SPC) portal.

Eligibility Rule 4

At least 50% of the total workforce employed in the startup must be local Goan residents (for salary subsidy incentives).

Eligibility Rule 5

The enterprise must be working towards innovation, development, deployment, or commercialization of new products, processes, or IP-driven services.

Eligibility Rule 6

The entity must not be formed by splitting up or reconstruction of an already existing business.
